Subject: FCKeditor in asp.net

I tried API for integration with FCKeditor. And the step "5" is copy code to my webpage header. I am using asp.net, so I copied step "5" code to the master page's header. But it always complain syntax error. For example, it points line 1

and line 2 " <%" is a mistake. What should I do? Thanks!
